1,4-Dioxane is a common by-product in the manufacturing of fatty alcohol ethoxylates and fatty alcohol ether sulfates.

The United States Environmental Protection Agency (EPA) has classified 1,4-Dioxane as "likely to be carcinogenic to humans", According to them "1,4-Dioxane is a likely human carcinogen and has been found in groundwater at sites throughout the United States. The physical and chemical properties and behaviour of 1,4-Dioxane create challenges for its characterization and treatment."

Almost 50 million people in the U.S receive drinking water that contains detectable levels of 1,4-Dioxane.

WHAT IS THE LAW THAT LIMITS THE OCCURRENCE OF 1,4-DIOXANE IN END FORMULATIONS?

On 9^th December 2019 the Governor of New York, signed into law Senate Bill S4389B. The Act bans household cleansing products, cosmetic products and personal care products containing 1,4-Dioxane at concentration levels greater than trace amounts. The act will be in full effect starting 1^st January 2022.

Trace concentrations defined by law were as follows:

The act further states that, "No later than 1st May,2025, and every two years thereafter, the department, in consultation with the department of health, shall review such trace concentration thresholds and determine whether such concentrations shall be lowered to better protect human health and the environment".
